There is this funny problem of some people worrying about not getting money easy enough and are also worried that they will get too much money too fast.  The latter means that while you are away your house can increasingly become a target for robbers with expensive tools and can make it frustrating that your house doesn't even last one night.  It's obviously impossible to please everyone as each person will have their own preference.  I personally don't mind a slower house value growth rate.

Damage to your house is only saved if the person kills a family member on that run or reaches the vault.  Also, if a "fresh" robber comes in with $2000 in tools and you have a trap that is clever to get him killed before he uses any, then you actually make $1050 (tool value+bounty).  The old $200 bounty meant that you would get $1200 instead.  Going from $1200 to $1050 is actually only a 12.5% decrease.

EDIT:  A 12.5% decrease is a best case scenario when fresh robbers is loaded up on tools and dies with all of them.  It's a common scenario and quite different than the seemingly drastic 75% bounty decrease from $200 to $50.

It's not my style either.  As far as the bounty change providing any incentive, I don't think there are too many "fresh" robbers who worry about whether they're giving the house $200 bounty or a $50 bounty.  They're just taking a shot at turning $2000 tool fresh start into a big score.  Knowing that you're giving the house owner a slightly smaller bounty is quite an empty victory in my eyes.

Hah, I've been posting on the Steam forums a bit and just made on account here and I just noticed the same thing!  Intentional change?  It does help houses build value slower while away.
