Is this guy cheating?

I'm somewhat new to the game, but i cant seem to figure out how to even move in this guy's house. You step forwards once - and then the dog up top comes down, and blocks you.

Read over the FAQ page again :

"Q. How does Mr X's house pass a self test? There is a dog right next to the door which eats you after you take a single step! Exploit!!!!!

A. Mr X has been robbed and his house is now broken. If a dog is put to sleep using dog food during a successful robbery or one in which a family member is killed the sleeping dogs remain in the position it was left. Further, any damage done to the house will remain. The next person to rob the place will find the dogs in their new positions and this can make the house impossible to rob without tools until the owner repairs it."
