The biggest winners of such a scheme would be the same type of unfun houses that are already OP.

Might be cool to enable you to carry (say) 1000 dollars in your pocket when out and about. If you die in a house the house gets it, but if you are robbed you can at least keep that money as it wasn't in your vault / wife (kind of like walking around with a couple of guns really).

Hmm, optionally having 5 to 10% of your cash on you would indeed be nice. That would allow you to fix your defences when you get robbed. But if you die, your victim gets it.

Actually, having some money on hand should then also allow you to buy tools while not in your house. It's very annoying that you can't buy tools while your house is being robbed. I'm out of tools, so I can't really rob more houses, but I can't get into my house because someone is taking their time robbing it...

I am afraid that the % based approach would be too powerful.
I think that I would like to see this implemented as an optional checkbox when you are inside your house. If you check it you get to carry $1000 with you.
It refills your pockets every time you return to your house (if you have the money) as long as the checkbox is checked.
