Why are there so many vault slots?

To be honest, this seems a bit excessive.

We have 48 vault slots and only need 25% of them.
I know it was because tools used to not stack, but now that they do we will only be able to use 12 vault slots at a time, so I think all of this extra space should be removed or changed in some way, unless there will be some use to it later on, like having to store paintings inside the vault and having a set limit on them that way, but other than that, all of this unused space is taking up space.

Tools have always stacked in your vault, so it was always pointless (AFAIK).

I kind of like how it looks though, makes the vault seem more spacious, and having just 12 spots would look strange.
