Robbers no longer dropping tools

Im not sure if this was intentional or not, but i've had several robbers just poke around in the house for a bit, and i never received any of the tools they brought in.  Was this intentional? is there a number of steps one can take without losing tools now?  I didnt see anything in the changelogs, so i assume its a bug.

I only ask if this is a bug or something then because i've missed out on, i would roughly say 2k in tools.

Looks like you missed this part of the FAQ page:

Q. I haven't played this game since version X, what are the major changes that I need to be aware of?
...
-All tools that are brought into a house and unused will be lost when you leave. Only robbers who die will leave tools in the vault.

Oh, i didnt see that, well thanks.  I was under the impression the dropped tools would had been added to the vault.

There was a problem with people using this feature to pass wealth between double accounts.  Imagine using one "dummy" account to rob people without risk, and then carrying tools into the main account (and then leaving) to drop the tools there.  As long as the dummy stays alive, this can be repeated forever.  If the dummy dies somewhere, there will be a chill. 

When you run out the door, you dump your tools in the street!

sounds good to me, any way to crush cheaters is fine in my book.
